Formation

The origin of the National Capital Velo Club is less clear than it could be.
 
Stevens, Barbara and Whitney, Henry M. III, in 2011 interviews, both indicate that Whitney's father, Whitney, Henry M. was the chief organizer of the club, along with Pinto, Mel
 
The 1983 National Capital Open program asserts the "Federation of Washington Area Bicycle Clubs evolved into one club--the Washington Velo Club, later renamed the National Capital Velo Club." Whether this evolution represents an unbroken chain of a single organization operating under different names, or just a list of different clubs associated with the National Capital Open is unknown.  The 1949 American Bicyclist and Motorcyclist indicates that the National Capital Wheelmen had disbanded during WWII, and then reformed as the Washington Cycle Club.
 
In an Feb 2011 interview, Larry Herman indicated that the National Capital Wheelmen restarted around 1950, but never had more than about ten active members, and was run by Ruth Sibley.
 
In a Feb 2011 interview, Mel Pinto reiterated the story from the 1983 program.
 
Stationery in the archives (ArchiveNCOFiles on a letter dated 1971-12-12 shows the organization as the "Capital Velo Club" but the 1972 National Capital Open event announcement calls the club the "National Capital Velo Club
